Galapagos tortoises are federally protected. And cannot be shipped across state lines. Therefore, anybody wishing to buy this Galapagos tortoise would have to reside in the state of Florida. No exceptions. No, somebody else can't buy it for you and you can't take it across state lines. That would be illegal.
